#1 - No, Without Root you can't edit the core files or access it's adresses to change anything. But rooting is very easy and quite safe if you know what you're doing.
#2 - Yes you can edit in real time, i can play Temple Run, and mid way through the race edit my Gems to 1dded in real time.
