I have fixed the clockwork teamspeak and it is currently stable.

Fixes:
-Guests and members can no longer set them self to admin/moderator.
-Guests can now see users in channels and have access to change channels freely.
-Lower ranks including OTA, City Administrator have been revoked of their teamspeak changing permissions.
-A few other minor changes that I cannot remember.
